How do u get this effect on car wheels?

From time to time I see car wheels that in a specific speed they seem to rotate the oposite way!!!

I know this is due to eye visual abilities to catch up with the rotation speed .. but strangely I don't see it in all cars .. so I thought it depends on the wheels alot.

Any ideas??
I want it in my car :lol:

    Count the number of spokes in the wheel, and then purchase your wheels that have the same number.

    usually it just depends on how full the wheel is ( how many spokes) and how reflective the wheel is. or you could shell out some money for spinners and they will really stand still.
