The wheels will lock only if the engine seizes up - otherwise, you'll be slowing down rapidly as the vehicle's momentum spins the engine over.

If it stalls and it is still in gear so it will just slow down in a fast manner but nothing like 1st gear.

Have you ever heard of bump starting? If a car stalls on you just push in the clutch, DON'T CHANGE THE GEAR! then let it out again, the car will start back up. The only problem with this is that a car will never stall on the highway unless it is out of gas or something way worse.

To test this you can try bump starting in a parking lot by, putting your car in neutral, turning on the ignition (don't turn the starter motor just turn it to the position it is in when your car is already on), now start pushing your car up to a good jog, jump in, push in the clutch, put it in 1st gear, release the clutch, BINGO your car starts up. If you ever lose your starter motor and are not at home you can do this to get to a shop or home.... one thing to note is that you will be bounced around in 1st gear but in a higher gear on the highway your car will not have enough power to jerk you around like you are worried about.
